A man is charged in connection with allegedly dragging a dog behind his vehicle. According to the Pell City Police Department, the incident happened February 11, 2010 in Pell City.  The suspect was noticed by a Pell City Animal Control Officer, and asked the suspect why the dog was chained to the vehicle. The suspect said it was to teach the animal a lesson for chasing cars. The animal control officer called the Pell City Police, and the suspect was arrested.  Joe Pryor, 74, is charged with Felony Cruelty to Animals. Pryor bonded out of jail February 12, 2010.
Officials say Pryor was driving about 35 MPH while dragging the dog behind the vehicle.  The dog is alive, and being cared for at the Pell City Animal Shelter.

Many citizens have petitioned the Mayor against the return of the dogs.  Petition attached.   

Dear Mayor Hereford:

 We, the residents of Mays Bend, were horrified to hear the story of Trooper (formerly known as Checkers) who was dragged behind the car of Joe Pryor.  Pell City is a peaceful, family-oriented community that prides itself on respect for all citizens and creatures.  To allow Mr. Pryor to regain custody of his dogs, and any future animals, would be morally reprehensible. 

 We appreciate your dedication and service to the community of Pell City, and we trust in your ability to hold citizens accountable for their moral and legal obligations.  We implore you to give permanent custody of Trooper and his fellow dog family to the Pell City Animal Shelter so they may be properly adopted and have a second chance at happiness.
